How Home Care Service Works Outside the City
New Century Home Care operates from a single office located at 101 E Olney Ave in Philadelphia. You do not need to live in the city to receive our services. Our caregivers work in the same local communities where our clients live, meaning your aide will travel directly to your home in the suburbs.
All five counties make up the Community HealthChoices (CHC) Southeast zone. CHC is the Pennsylvania Medicaid managed care program for adults 21 and older who need long-term services and supports. The whole region uses the same CHC waiver and the same three plans.
Participants in every county choose from the same three CHC health plans: AmeriHealth Caritas CHC (known locally as Keystone First CHC), Pennsylvania Health & Wellness, and UPMC Community HealthChoices. You can switch between these plans at any time. If you do not choose a plan, the state will auto-assign one to you.
Once you are approved for the CHC waiver, your CHC service coordinator creates a person-centered service plan. This plan sets which services you receive and how many hours of Personal Assistance Services you get each week. You can then select New Century Home Care to provide those hours. We work with Keystone First CHC and AmeriHealth Caritas.

Paid Family Caregivers in the Pennsylvania Suburbs
If you care for a relative in Bucks, Chester, Delaware, or Montgomery county, you can apply to be paid for your time. The CHC waiver allows family members to work as paid caregivers. However, the waiver will not pay for services provided by the participant’s spouse, legal guardian, representative payee, or power of attorney.
Family caregivers work directly where their loved one lives. You can work through either a licensed home care agency like New Century or the Services My Way participant-directed option. When you work with our agency, you are paid according to our pay scale. We offer benefits including weekly pay, paid sick days, holiday pay, a $350 signing bonus, and a 401(k) retirement plan.
Before you can start working, Pennsylvania law requires several steps. We must obtain a criminal history report and at least two satisfactory references from people who are not related to you. You must also complete a tuberculosis screening before you have consumer contact. Under Act 96 of 2024, your required job interview can be completed by two-way video, saving you a trip to our Philadelphia office.
Caregivers must also comply with Electronic Visit Verification (EVV) rules. This is a federal requirement for Medicaid personal care services that tracks when and where care is provided.
To learn more about the requirements and how to get started, read our guide on how to become a paid family caregiver.
Who to Call First in Each County
Starting home care involves different agencies depending on what you need. The application process can take a few months, but it should not take more than 90 days. Here is who to contact to start the process in Southeast Pennsylvania.
1. The Independent Enrollment Broker (IEB)
For Medicaid waiver eligibility, call the IEB at 1-877-550-4227. They handle the first steps for the CHC waiver in every county. An IEB representative will visit you in person within seven business days to help with the financial Medicaid application and explain your CHC plan choices.
They will also send a Physician Certification form to your doctor. Your doctor marks NFCE, NFI, or ICF/ORC on the form and should return it within five business days.
2. Your Local Area Agency on Aging (AAA)
Contact your county’s AAA for functional assessments and caregiver support. The AAA sends an assessor to your home to complete the Functional Eligibility Determination (FED). They evaluate your cognition and your need for hands-on help with activities of daily living (ADLs) like dressing, transferring, and toileting.
The AAA also runs the PA Caregiver Support Program. This program offers education and up to $600 a month in reimbursement for caregiving expenses.
3. The County Assistance Office (CAO)
The CAO reviews your income and resources for financial eligibility. In 2026, the income limit is $2,982 per month. The CAO also looks at any asset transfers made in the past five years to check for penalties. Learn more about the limits and rules in our guide to PA Medicaid financial rules.
4. New Century Home Care
Once you are approved and have a service plan, contact our agency to schedule your care. We provide non-medical services like meal preparation, mobility assistance, and specialized support for conditions like Parkinson’s or stroke recovery.
If you need help setting up personal care or companion services in Southeast Pennsylvania, contact us today. Call 215-974-0000 or fill out our online form, choosing “I am a client” and “I need services.”
Frequently asked questions
Do you serve Bucks, Montgomery, Delaware, and Chester counties?
Yes. New Century Home Care provides non-medical home care services across all five counties in Southeast Pennsylvania: Philadelphia, Bucks, Montgomery, Delaware, and Chester. Our caregivers work in the client’s home, wherever in these counties that is.
Is the CHC plan different in the suburbs compared to Philadelphia?
No. The entire five-county region is part of the CHC Southeast zone. All participants in Philadelphia, Bucks, Montgomery, Delaware, and Chester counties choose from the same three plans: Keystone First CHC (AmeriHealth Caritas), Pennsylvania Health & Wellness, and UPMC Community HealthChoices.
Do caregivers have to come to the Philadelphia office to apply?
Not necessarily. While our main office is in Philadelphia, Pennsylvania law allows home care agencies to conduct the required caregiver interview via two-way video. You still need to provide proof of residency, complete a background check, and pass a tuberculosis screening before working with a client.
